Almost every official document that has to be recognised in the UAE ends at the same desk: the Ministry of Foreign Affairs. Whether it is a degree for a work permit, a birth certificate for a family visa, a marriage certificate for a spouse sponsorship or a commercial document for a tender, MOFA attestation is the final link in a chain — and the chain is where things go wrong. Most people who arrive at the Ministry with a rejected file did not fail at the Ministry; they failed three steps earlier and only found out here. This guide sets out the whole sequence, in the Ministry's own terms, so you can see where your document actually is.
What MOFA Attestation Is — and What It Is Not
MOFA attestation is the UAE government confirming that the signatures and seals already on your document are genuine. It is not a verification of what the document says. The Ministry is not checking that you really graduated or really married — it is confirming that the authority which said so is real, and that the previous attestations on the page are authentic.
That distinction explains almost everything about the process. Because the Ministry only verifies the layer beneath it, every layer beneath must already be in place, in the right order. A document that has skipped its home-country authentication cannot be rescued at the Ministry, no matter how genuine it is.
How UAE Attestation Actually Works
Attestation is a chain, and every link has to be completed in order. Skipping one does not slow the file down — it invalidates everything after it, and you start again.
For a document issued outside the UAE, the chain normally runs:
- Home-country authentication. The document is verified by the competent authority in the country that issued it — the exact body depends on the document and the country, and it is where most delays begin.
- UAE Embassy or Consulate in that country. They attest the document after the home-country authority has done so, never before.
- UAE Ministry of Foreign Affairs. The final leg, performed here in the UAE.
The Ministry sets out requirements that apply whatever the document is, and they are worth reading twice because they are the usual cause of a rejection:
- The document must be in Arabic or English, or accompanied by a legally certified translation.
- The original must already be certified by the relevant competent authorities.
- Documents must not be laminated. This single rule ends more applications than any other. If yours is laminated, do not peel it yourself — talk to us first.
- A UAE PASS account must be active to apply through the Ministry's own channels.
The Ministry allows the journey to be completed either as two separate steps — its own attestation first, then the destination country's embassy or consulate in the UAE — or as a single application covering both. Which is appropriate depends on where the document is going and what the receiving party will accept.
One rule deserves emphasis: a rejected application cannot be amended or reopened. You must correct the problem and submit an entirely new application. That is precisely why we check a file before it is lodged rather than after.
