Trade licence attestation is usually an outbound job: a UAE company needs its licence recognised abroad — to open a branch or bank account overseas, to bid for a foreign tender, to register as a supplier, or to appoint a distributor. That reverses the chain most people are familiar with, and reversing it is where the confusion starts.
The Outbound Sequence
For a UAE-issued licence going abroad, the order is: the UAE Ministry of Foreign Affairs first, then the embassy or consulate of the destination country here in the UAE. Some destinations also expect a chamber of commerce endorsement before the ministry step, depending on the document and the receiving authority.
- Use a current copy. Licences are renewed annually, and an attested copy of an expired licence is worthless. If renewal is close, attest after renewing — not before.
- Attest what the recipient asked for. Some foreign authorities want the licence alone; others want it with the memorandum of association, a board resolution, or a certificate of good standing. Each additional document is its own chain.
- Free zone versus mainland. Licences issued by different UAE authorities may follow slightly different preliminary steps. Tell us which authority issued yours.
Because these files are almost always tied to a commercial deadline, the practical advice is the same one we give on every commercial route: start before you have the deadline confirmed, not after.
How UAE Attestation Actually Works
Attestation is a chain, and every link has to be completed in order. Skipping one does not slow the file down — it invalidates everything after it, and you start again.
For a document issued outside the UAE, the chain normally runs:
- Home-country authentication. The document is verified by the competent authority in the country that issued it — the exact body depends on the document and the country, and it is where most delays begin.
- UAE Embassy or Consulate in that country. They attest the document after the home-country authority has done so, never before.
- UAE Ministry of Foreign Affairs. The final leg, performed here in the UAE.
The Ministry sets out requirements that apply whatever the document is, and they are worth reading twice because they are the usual cause of a rejection:
- The document must be in Arabic or English, or accompanied by a legally certified translation.
- The original must already be certified by the relevant competent authorities.
- Documents must not be laminated. This single rule ends more applications than any other. If yours is laminated, do not peel it yourself — talk to us first.
- A UAE PASS account must be active to apply through the Ministry's own channels.
The Ministry allows the journey to be completed either as two separate steps — its own attestation first, then the destination country's embassy or consulate in the UAE — or as a single application covering both. Which is appropriate depends on where the document is going and what the receiving party will accept.
One rule deserves emphasis: a rejected application cannot be amended or reopened. You must correct the problem and submit an entirely new application. That is precisely why we check a file before it is lodged rather than after.
