India doesn't offer visa-on-arrival for most nationalities, and the rules around who qualifies for an e-visa versus who must visit a consulate in person can be genuinely confusing. Do UAE Residents Need a India Visa?

Yes — almost every foreign national travelling to India from the UAE needs a valid visa, regardless of how long they've lived in Dubai or whether they hold a UAE residency permit. Your UAE residence visa does not waive the Indian visa requirement.

There are a few important exceptions worth knowing:

  • UAE nationals (Emirati passport holders) are eligible for Visa-on-Arrival at 9 Indian international airports (Mumbai, Delhi, Bengaluru, Chennai, Kolkata, Hyderabad, Kochi, Ahmedabad, Trivandrum) — confirmed by India's Bureau of Immigration and the UAE Ministry of Foreign Affairs as of 20 November 2025. The VOA grants stays of up to 60 days per visit for tourism, business, medical, or conference purposes.
  • Indian passport holders are citizens of India and do not require a visa to enter India — they simply travel on their Indian passport.
  • OCI (Overseas Citizen of India) cardholders do not need a separate visa. The OCI card, when presented alongside a valid foreign passport, serves as a lifelong multiple-entry visa. However, OCI cardholders must ensure their OCI card is linked to their current passport (particularly important if you've renewed your passport since the OCI was issued).
  • PIO (Person of Indian Origin) card holders — note that PIO cards were merged into the OCI scheme. If you still hold an old PIO card, check its current validity status with the Indian consulate, as most PIO cards have been effectively superseded by OCI.
  • Citizens of Nepal and Bhutan do not require a visa for India, though this applies to the passport nationality rather than UAE residency status.

For most other UAE residents — expats from the Philippines, Pakistan, Egypt, the UK, the US, European nations, African countries, Southeast Asia — a valid India visa is required before boarding your flight. UAE passport holders may be eligible for India visa-on-arrival only if they meet the official VOA conditions (e.g., having previously held an Indian e-Visa or regular/paper visa). For most UAE residents planning a straightforward holiday or business visit to India, the e-Visa is the faster and simpler option. The regular consulate route remains essential for specific nationalities, longer stays, employment purposes, or entry via land borders.

Who Can Apply for a India Visa from the UAE?

The UAE — specifically Dubai and Abu Dhabi — is an authorised jurisdiction for India visa applications. Here's who can apply:

  • UAE nationals (Emirati passport holders) — fully eligible for both e-Visa and regular visa.
  • Expats residing in the UAE — eligible to apply from Dubai if you hold a valid UAE residence visa. This covers nationalities from South Asia, Southeast Asia, Europe, the Americas, Africa, and the Middle East.
  • Visitors in the UAE on a visit/tourist visa — technically, the Indian consulate prefers applicants to be residents of the country from which they apply. Short-term visitors may apply but could face additional scrutiny; it's worth confirming with the consulate or contacting us before applying.
  • Holders of most nationalities for e-Visa — 170+ nationalities are eligible for India's e-Visa (as of 2026). The Indian government updates this list periodically; check the latest list at indianvisaonline.gov.in before applying.

Who Cannot Apply from Dubai?

This section is critical — and it's where many applicants get caught out. Please read carefully before starting your application.

Pakistani Passport Holders

Pakistani nationals are not eligible for India's e-Visa under any circumstances. Pakistani passport holders must apply for a regular sticker visa through the Indian Consulate in Dubai. The process is significantly more involved:

  • Applications are submitted through the BLS International centre in Dubai (the authorized partner of the Indian Consulate Dubai).
  • Processing times are considerably longer — typically 4–12 weeks, and sometimes longer, depending on the type of visit and security clearance requirements.
  • Additional documentation is often required, including detailed travel itinerary, proof of family ties or business relationships in India, and sponsor letters where applicable.
  • Approval is not guaranteed, and the consulate may request an in-person interview.
  • Pakistani nationals are advised to apply well in advance — ideally 2–3 months before the intended travel date.

Other Nationalities with Restrictions

  • Afghan nationals — not eligible for e-Visa; must apply via the consulate with additional documentation.
  • Iranian nationals — e-Visa eligibility has been restricted in the past; verify current eligibility before applying online.
  • Some nationalities with diplomatic tensions — eligibility can change. Always verify your specific nationality's e-Visa eligibility on the official Indian government portal before applying.

OCI Cardholders — No Visa Needed, But Check Your Card

OCI cardholders do not need a visa, but there's a common pitfall: if you've renewed your passport after the age of 20 and your OCI card is still linked to an old passport, you must obtain a new OCI card linked to your current passport before travelling. Failure to do this can result in boarding denial or issues at Indian immigration. The only exception is if the new passport and old passport (to which the OCI is linked) are both presented together.

Who Else Should Be Careful

  • Applicants with previously rejected Indian visas should declare this on their application form. Failure to disclose a prior rejection is grounds for cancellation.
  • Those who have previously overstayed an Indian visa — this will be flagged in immigration records.
  • Applicants whose passports have less than 6 months validity from the date of arrival in India — this is a firm requirement.

Step-by-Step: How to Apply for a India Visa from Dubai

Route 1: India e-Visa (Recommended for Most Applicants)

  1. Check eligibility — Confirm your nationality is e-Visa eligible and choose the correct visa category (Tourist, Business, Medical, etc.).
  2. Complete the online application — Visit the official portal at indianvisaonline.gov.in. Fill in all personal details, travel information, and upload your documents (passport bio page photo, recent passport-sized photograph, and supporting documents depending on visa type).
  3. Pay the e-Visa fee — Payment is made online by credit or debit card. The fee varies by nationality and visa category — the current amount is included in our itemised quote.

  5. Wait for processing — The standard processing window is 3–5 business days, though it can be faster or slightly longer depending on volumes.
  6. Download and print your e-Visa — Once approved, you'll receive an email with your Electronic Travel Authorisation (ETA). Print this document — you'll need to present it at the immigration counter on arrival in India.
  7. Travel — Arrive at a designated e-Visa port. Note: not all Indian airports are e-Visa enabled. The major UAE-connected airports (Delhi, Mumbai, Chennai, Bengaluru, Hyderabad, Kochi, Kolkata, Amritsar, Goa) all accept e-Visa holders.

Route 2: Regular Visa via BLS International Dubai

  1. Complete the online application form — Visit the Indian Visa Application Centre (IVAC) portal and fill in the application form. Print the completed form.

  3. Book a VFS appointment — The official Indian visa application centre in UAE is operated by BLS International on behalf of the Indian Consulate Dubai (per cgidubai.gov.in and blsinternational.com/india/uae). Book your appointment online at blsinternational.com/india/uae. The Dubai centre has separate counters for different visa categories — confirm the current address on the BLS website as locations can shift.
